J. Grimbilas Strategic Solutions Overview
Veteran lobbyist, Jodi Grimbilas, established J. Grimbilas Strategic Solutions (“JGSS”) in 2016. Jodi has served as lobbyist/advisor for a wide range of clients for over thirty (30) years. Beginning her career in a small lobbying firm (1993-1995), she then led the government relations practice in a Concord law firm (1995-2016) for twenty-one years prior to establishing JGSS in 2016. JGSS continues to grow, successfully representing numerous clients in New Hampshire.
With an office located directly across from the State House Plaza (4 Park Street), the firm is ideally situated to offer clients high level professional services in all aspects of government relations/public affairs, from legislative representation at the State House, working with the Executive Branch on regulatory and administrative matters, and collaborating with key New Hampshire stakeholders.
JGSS customizes the services provided to clients based upon the client’s needs. We work with clients with varying levels of government affairs resources and sophistication, from Fortune 500 companies to New Hampshire based non-profit entities. In some instances, we use our knowledge and experience to supplement a client’s internal government affairs efforts, while for other clients we serve as their sole source of representation in New Hampshire. Based on this wide range of services, we are accustomed to working with differing reporting and decision-making structures. We are flexible to work within an existing program structure or help clients create and develop a new program to meet their needs.
We have over 80 years combined experience working for clients in New Hampshire. We continue to build and maintain federal, state and local relationships to help clients navigate New Hampshire opportunities and challenges successfully.

Jodi E. Grimbilas, President

Jodi E. Grimbilas, President of J. Grimbilas Strategic Solutions, is a 30+ year veteran of New Hampshire government and politics. She gained her interest in the legislative process during her junior year at the University of New Hampshire where she served as an intern in the State Senate. Upon graduation, she was hired by a well-known lobbying group and started to learn the trade.
In 1995, Jodi was hired by a Concord law firm to grow and expand their government relations practice. During her tenure at the law firm, Jodi was the lead lobbyist and Director of Government Affairs and was responsible for growing the practice into one of the largest and most respected in the State. Her work included representing clients before the Legislative and Executive Branches of Government, offering clients strategic communications and public affairs counsel, and guiding clients through the state procurement process. She has extensive experience in legislative, procurement, administrative and regulatory issues throughout many of New Hampshire’s state agencies. As a contracted lobbyist, Jodi represented many different industries that included healthcare, energy, outdoor, food & beverage, real estate, finance, information technology, education, and recreation.
In 2016, after 21 years of service at the law firm, Jodi established J. Grimbilas Strategic Solutions, LLC. to continue her work serving clients that need comprehensive government relations. In her new endeavor, she continues to represent multiple industries.
Jodi received her BA in Communications from the University of New Hampshire and her MA in Political Communications from Emerson College in Massachusetts. She has been recognized by the Union Leader as one of the “Forty Under 40” emerging leaders in New Hampshire (2004 class) and has been featured on the cover of Business NH magazine as a top-rated lobbyist (April 1997). In 2025, she was named a “Champion of Commerce” by the State’s Business & Industry Association. She has received numerous awards and recognitions from clients.
Jodi and her husband Ted have two sons and live in Strafford.

Adam J. Schmidt, Vice-President

For 25+ years, Adam has represented clients before the New Hampshire General Court and Executive Branch agencies. Adam’s expertise is in all aspects of government relations including identifying, analyzing, tracking, developing and advocating legislative agendas for clients. Adam joined J. Grimbilas Strategic Solutions in 2018 and serves as the firm’s Vice-President.
Using his extensive political knowledge and experience, Adam works with clients to develop legislative strategies to achieve their legislative goals. He regularly meets with elected officials including State Senators, Representatives, and Executive Councilors to advocate the needs of clients. Adam consults with various trade associations on management, communication, and membership issues. In addition, he serves as the Executive Director for one of JGSS’ current clients, a trade association with national membership. He regularly advises clients and top leaders on public policy initiatives and has been successful in passing major public policy initiatives.
Prior to a 15 plus year experience working with Jodi at the same Concord based law firm, Adam served as an assistant to former Manchester Mayor Raymond Wieczorek, where the duties included constituent services and policy planning.
Adam earned his BA in Politics from St. Anselm College, and a Master's Degree in Public Administration from the University of New Hampshire. Prior community involvement includes participation on board of directors for the American Red Cross of New Hampshire, the Manchester Development Corporation, the City of Manchester's Conduct Board, Moore Center Services, and coaching various youth sports. Adam was recognized by the Business & Industry Association in 2023 with their “Above & Beyond” award.Adam and his wife Kristin live in Manchester with their two daughters and son.

Heidi L. Kroll, Vice-President

Heidi is a government and regulatory affairs professional with 25+ years of experience representing clients before the New Hampshire General Court and Executive Branch agencies. She works collaboratively with clients and colleagues to develop, implement, and adapt strategies for communicating, negotiating, and promoting public policies that advance client goals. Heidi joined J. Grimbilas Strategic Solutions in the fall of 2024 and serves as a Vice-President.
Heidi maintains positive working relationships and open dialogues with state officials, stakeholders, and client team members as she advocates for client positions. She is a trusted and respected source of information and appears before the New Hampshire Legislature, state agencies, and boards for public hearings, work sessions, testimony, and presentations. In her years as a contracted lobbyist, Heidi has worked on public policy issues and legislative and regulatory matters related to energy, environment, health care, elder law, transportation, business strategies, and economic and market analyses.
Prior to working in the government relations practice of a Concord law firm, Heidi was an energy policy analyst in the New Hampshire Governor’s Office of Energy and Community Services, where she helped advocate for the Governor’s preferred policies on electric industry restructuring.
Heidi graduated magna cum laude from Smith College in Massachusetts, where she received a BA in economics, and is a member of Phi Beta Kappa. Heidi is the recipient of the New Hampshire Business and Industry Association’s 2005 “Above and Beyond” award, which recognizes individuals who have demonstrated an “extraordinary willingness and commitment to helping the organization be successful and work to further its legislative and regulatory priorities.” Heidi has also presented and moderated panels at the New Hampshire Business and Industry Association’s annual energy symposiums.
